305. Abu Hurairah (May Allah be pleased with him) reported: The Prophet (PBUH) said, "By Allah, he is not a believer! By Allah, he is not a believer! By Allah, he is not a believer.'' It was asked, "Who is that, O Messenger of Allah?'' He said, "One whose neighbor does not feel safe from his evil".

Another narration of Muslim is: Messenger of Allah (PBUH) said, "He will not enter Jannah whose neighbor is not secure from his wrongful conduct".
303. Ibn `Umar and `Aishah (May Allah be pleased with them) reported: Messenger of Allah (PBUH) said, "Jibril kept recommending treating neighbors with kindness until I thought he would assign a share of inheritance".

Commentary: Allah (subhana wa ta’ala) says in the Quran: “Be kind to parents, and near family, and orphans and the impoverished, and the neighbor who is dhu al-qurba, and the neighbor who is junub, and the sahib bil-janb.” [4:36] One interpretation of “the neighbor who is dhu al-qurba” is the neighbor who lives close to you, while “the neighbor who is junub” refers to a neighbor whose residence is more distant, and the sahib bil-janb is a fellow traveler.
Among the rights of neighbors is that they should not go hungry if you have food to eat. One should not bring fruits or other things to one’s house in such a manner that the neighbors’ family see it and feel deprived. One should not raise one’s walls in such a manner as to block the light or air of the neighbor. And in general one’s neighbors should feel safe and protected in their property, person and reputation by your presence rather than bothered or ill at ease.
